I would really be interested in implementing realistic snow effects.  For example simulating snow accumulating over time and snow melting over time.  I read over the summer of code ideas page and snow wasn't mentioned; I thought it would be a cool effect to have.  I would be excited to work on this over the summer. 

I have experience in graphics programming and I'm adept at using OpenGL.  I also am very familiar with Algorithms/Data Structures and other topics found in a Computer Science curriculum.

I would like to know there has been any work done on snow or if there is even an interest.  If there isn't an interest then I am also interested in implementing realistic water effects using particles.

Sure, having realistic would be really cool smiley
I don't remember anyone ever trying that in CS.

I've received a file about snow effect on the computer screen, I got it at Christmas last, and it seemed I was at home and backed to my childhood. I felt so warm on seeing them.
