One of My cal3d model's leg didn't move?

hi all!
I'm new guy here!

1 , I used 3dmax7.0 character studio skeletal for my model and use the cal3d example to test my character ,it run very well.
But in my program when I use it.It doesn't work well for there is one leg didn't move.
Why this happened??I have checked the configure file many time but it still isn't work.How can I do?

2 , I add bone for a charactor's skirt make it swing when the charactor move .I use the cal3d example to test it ,it run very well.But in my program it doesn't move .why ? How can I do ?

I'm guessing it might be because all of your vertexes are assigned to armatures. Does your mesh deform or do certain parts of the skeleton just not move?

The mesh display very well.But there is part of skeleton one leg just not move!I didn't know why!
But when I use the cally test my model it work well!
