CS Manual in Russian

Is there any? If not, I'd like to translate it. I have 99.1.33 html manual ver.
Although, I'm not familiar with TeX.

So I'll do it just to understand CS. I have problems with TeX:
1) I can't understand when I rewrite TeX files, how can I recreate htmls with texi2html;
2) Which encoding will my translation be in? I want KOI8-R encoding.
So will anyone help me?
