What errors do you get? Do you have a firewall?

Also the server is irc.freenode.net (without CrystalSpace).

problem :
   
          Connecting to irc.freenode.net (6667)

          Unable to connect to server (Connection timed out)
--------------------------------------------------------------------------------------------
My Setting
          irc server : irc.freenode.net
          port : 6667
          Ident ID => System : UNIX (my OS is windows XP)
                            Port : 113
          Firewall => Firewall support : none
                          Protocal : Soks4
                          Port : 1080

But are you running a firewall on your system? Or are you connected to a router that has a firewall?

I see at firewall status it's has mIRC in exception list.
