So CS has started to support spot light?
Is that feature included in the september 3rd version, or the latest cvs version.

And also, might I ask, what are the specs of the machine running that simulation?  Seems pretty intensive, though very impressive!

This is currently not yet possible with CS in CVS. The person who made that movie still has to commit his changes. It is work in progress. Also it isn't all that demanding as it is just using a pretty simple technique with a cubemap.

How can I achieve spot light and point light effect in CS? Since it only supports directional at present.

CS doesn't support directional at all. CS currently only supports point lights. In the future spot lights will also be supported but not at this moment.
