If I want to make a neon tube, how can I make the light for it? In Blender, there are only point lights. How can I make a tube light?

You can simulate it with an object that has lighting disabled so it is fullbright and then use a few lights next to each other.

And does CS support surface lights (like the Quake 3 engine)?

Nope, not yet. You can simulate it with the trick I explained above though.
